Cumbersome nature of state regulations for collection/storage County could pick up from businesses Charlie Barr captured many on flip chart before I arrived Union negotiations for bulky item pickup Easier than picking up from individuals; businesses pick up in conjunction with delivery of new appliance

What were the past industry mgt practices? What are present industry mgt practices? What are some ideas for future industry mgt practices? State DOH is responsible for federal EPA enforcement It was free to drop them off at (Apana's?) (Maui Scrap Metal?) at first, then cost $1, then $2 (that was scary!). It was convenient There was no solution for glass No stringent permits were required There was no problem before the state started enforcing Apana's - mokashi, mokashi It was a service to Maui We don't know if any of it was done with environmentally sound practices Every solution has costs Shipping Recycling Compliance We ship to Honolulu Homeonwers have a hard time paying a $60 disposal fee on a $300 refrigerator White goods processing is much easier than cars Refrigerant Recycling, HMR, A1, (one other) Have county pick it up Have dealers pick it up Need holding space One way or another, consumers pay for it! Expensive for county Storage Give private sector a place to hold it & the problem will go away Park a container at the landfill at all times for appliances Include a disposal fee for appliances like there is for tires For both residents and businesses to drop off Residents can't take care of it themselves so businesses take it; the consumer is the ultimate beneficiary Create a Maui solution rather than exporting it and making it somebody else's problem; make recycling profitable! Tax refunds on solar energy investments are profitable! What solutions are there for appliances littering the countryside? Enforcement Transfer stations Lahaina, Upcountry, Haiku, Kihei Working on other islands Don't separate businesses and residents; businesses pick up from residents! Business pick up old appliance when they deliver a new one Saves money for county Convenient for consumers Get large AND small businesses working on the same page about this People generally want to do the right thing Make an avenue for consumers and businesses A cost, hits small businesses hard Costly Incomplete solution Would you rather process cars or white goods?

Tire and battery take-back program ADF: advance disposal fee Fee for service The APPEARANCE of no money involved Becoming popular on mainland for computers Biodiesel model Allows a business to make a profit locally Money stays in the community We need a near term solution Doesn't take care of the OLD ones Simple Consumers can't refuse Glass containers We (Maui) got shorted because we bring in a lot of glass but payment was based on population Passing state legislation would take YEARS Could pass legislation at county level quite easily
